Charging Document ，为英美法术语，其英文释义为A citation, information, indictment or notice to appear, indicating that the named person committed a specific criminal offense or civil infraction. 可翻译为“指控文件”。

Charging Document是指向法院提交的指控某人犯罪的正式书面文件。在美国有三种类型的指控文件：

1、一般是检察官提出的控告书〔complaint〕

2、检察官制作的起诉书〔information〕

3、大陪审团制作的起诉书〔indictment〕。

有时这三种类型的指控文件统称为indictments。

Indictments一词在法律英语中有两种用法：

1、a written statement accusing sb of a crime 即“刑事起诉书；公诉书”

2、the act of officially accusing sb of a crime 即“控告；起诉”
